Bug#119064: gcc-3.0: doesn't depend on gcc

the motivation was to have the versioned packages indpendent of the
"default-compiler", introducing the dependency in the versioned
packages would mean a new upload every time an architecture switches
the compiler.
Is this really a problem? where do packages directly depend on
gcc-3.0?
