this limit was put into place because ps utils don't resolve names
longer than 8 chars and display the uid instead.

This might cause problems with some scripts with bad input validation,
like it did with killer in the past (IIRC).

Personally I did not experience any problems with longer usernames on
Skolelinux systems.
