I agree totally.  For both these reasons, the shutdown option was
disabled on thin clients in the woody version.  For KDE 2, I believe
it was done using this option in /etc/kde2/kdmrc:

  [KDM]
  ShutdownButton=ConsoleOnly

Why did it change in KDE 3?
