(PPP and diald) Question about startup files

IMHO putting diald there is fairly reasonable - however it's not
obvious to me that ppp is something the majority of those who install
it will want to be run at startup.  (I've removed the ppp links on my
home system and just have the ones for diald.)

In areas with cheaper phone calls it might be more reasonable to
having ppp running all the time though - perhaps ppp.postinst should
ask about this?
