Bug#1026813: Please drop unused python3-contextlib2 build dependency

Hi cloud team,

can you please upload a new cloud-init version with the
python3-contextlib2 build dependency dropped? contextlib2 is no longer
needed since Python 3.10 and currently RC buggy and blocking the Python
3.11 transition. cloud-init is the last package that makes contextlib2 a
key package, so dropping the dependency would be great.

I've opened a merge request for your convenience:

and would do a NMU in the coming days if no one objects.
