I haven't had that problem with dpkg-reconfigure locales, and this is a

Have you installed kde-i18n-zhcngb2312 package and use it as your locale
of kde yet?
If you have problem with Chinese in kword, you might find some useful
information on http://kde.linux.org.tw or use OpenOffice.Org instead.

Cause Mandrake/Redhat* almost forced you to install all packages which
listed in their definition of Chinese enviroment.
In Debian, people use language-env to setup their language enviroment,
unfortunately I haven't found the time to add Chinese support into it.
