Creating a custom CD

Hi ,

Is it possible to get whatever packages we need on one CD?
Like we do not need many packages on CD#1 of the Debian Sarge 3.1 but we do 
need the package PHP on CD#2.

Is it possible to put the PHP Package on Disk 1 , and remove the unwanted 
packages on Disk1?
