Request backport of snmpd (net-snmp) version 5.8 to buster

The current/supported net-snmp release is 5.8.  It was released
6-Aug-2018, two years ago and almost a year before buster.

I'm experiencing at least one bug that may have been fixed in in release
5.8, but buster contains 5.7.3 which is marked as "End-Of-Line /
Unsupported" on the net-snmp source download site.   Version 5.7.3 was
released in 2014.

I am requesting that snmpd (and related net-snmp packages) be
back-ported to buster-backport.
