It is indeed a broadcom chip. It's like the Pi2 but with a quad cortex A53 complex instead of the quad cortex A7 complex and with a substantially bumped up clockspeed. Ram is still limited to 1GB by limitations in the videocore bus strutucture.

Right now only a 32-bit kernel is available from raspberry pi. There is a config.txt option to make the cores start in 64-bit mode ( https://www.raspberrypi.org/forums/viewtopic.php?f=72&t=137963#p915771 ) but it's not clear if Raspberry Pi will put in the effort to do a 64-bit port of the platform code in the kernel and if not whether someone else will.
