Hi,
I upgraded some debian.org hosts from DSA's build of apache 2.4.23-8 to our
build of 2.4.25-1 on jessie.
| 2017-01-11 18:39:36 upgrade apache2-utils:amd64 2.4.23-8~0+dsabpo8+1 2.4.25-1~0+dsabpo8+1

It seems that process does not restart htcacheclean:

This seems like an oversight. I would assume a package's services to be
restarted upon package upgrade.
