Bug#580971: apache2: htcacheclean not stopped by init script

When stopping apache2 using its init script, the running htcacheclean
process is not stopped. When restarting apache2 multipe times, this
results in many htcacheclean processes running at the same time.

root@wise-web:~# /etc/init.d/apache2 stop
Stopping web server: htcacheclean...not running
 apache2 ... waiting .
root@wise-web:~# ps aux | grep htcacheclean
root     31430  0.0  0.0  16716   508 ?        Ss   11:30
0:00 /usr/sbin/htcacheclean -n -d120 -i
-p/var/cache/apache2/mod_disk_cache -l50M
