I've seen that the symlinks /etc/apache2/mods-enabled/*
to /etc/apache2/mods-available/* are absolute.

I would have put them relative, as Debian Policy Manual says
( http://www.debian.org/doc/debian-policy/ch-files.html#s10.5 ).

Immagine that some day, apache2 changes to apache4. Then, absolute paths
(/etc/apache2/*) should have to be changed
to /etc/apache4/* manually. Relative paths would have been ok.

I've read bug 231452, and discussion about inclusion/reference of files in configuration
files (absolute or relative). I haven't found any reference
to this situation in the Debian Policy Manual, but IMHO, it is like the
symlinks case. I have opened a bug in the wishlist of debian-policy
(http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=239498)

I'm personally happier with absolute links, just to keep things explicit. I
can see your point that this would make upgrades easier.
I don't think this will change in the short term, but feel free to reopen
this bug if you can find a really compelling reason that I should absolutely
change the default.
