Bug#244857: cannot run apache -F setsid: Operation not permitted

Hello,
This a result of strange problem which I got after today update of sarge.
There was only php4 package updated, that apache started to segfault.
I tried to run apache in foreground mode under gdb or to dump a core
but
apache -F 
quits instantly dumping following text in error.log:

setsid: Operation not permitted
apache: setsid failed
setsid() failed probably because you aren't running under a process management tool like daemontools

I run apache -F as a:
foo:~# id
uid=0(root) gid=0(root) groups=0(root)

which I switch to via sudo su -

I can replicate this apache -F bug on another machine where current unstable
is installed.

I suspect that responsible for this bug is php4 because error message
does not look like generated from apache.

Note: however this bug cannot be considered RC it makes debugging of another
RC bug[1] impossible for me. Could you give me any hint how can I debug
the main problem?

[1] Well, I wont submit a bugreport only with: "apache segfaults" inside.
