I moved all the files in /etc/ssh to /etc/ssh-old.  The error was the same:
   -> dpkg --configure ssh
   Setting up ssh (3.4p1-2) ...
   Creating SSH2 RSA keydpkg: error processing ssh (--configure):
    subprocess post-installation script returned error exit status 1

I've also tried downloading the .deb file again, with no effect.  I've tried 
purging all the ssh* packages, then reinstalling ssh, with the same effect.
