Bug#1031687: libtorch-dev: ATEN_INCLUDE_DIR in ATenConfig.cmake uses build path

Hello,

I noticed libtorch-dev embeds build path in 
/usr/lib/${DEB_HOST_MULTIARCH}/cmake/ATen/ATenConfig.cmake by building 
with different setups:
