On my mac modules.dep was created when I installed the linux-image.

Note that I created a symlink as Stephen suggested before installing the
deb:
cd /boot && sudo ln -s vmlinux-2.6.21-1-mac vmlinuz-2.6.21-1-mac
I will try to fix that for the next version.
I haven't booted the new kernel yet, the mac just started building gcc-4.2...
